June 2022 Primary Endorsement Meeting

The Wellstone Club will be having an Endorsement Meeting for the June 6 Primary Election on Feb 26 from 1- 5 p.m.

We are the largest Democratic Club in Alameda County with more than 300 paid-up members who are eligible to vote in our endorsement process.  Our endorsements carry weight and are an important first step in the state party’s endorsement process.
So please plan on joining us Saturday, February 26, on Zoom from 1 PM – 5 PM (link below).

Why is the Alameda County Superintendent race important?

The County Superintendent has tremendous power over the school districts within the county.  She has the power to take over a district if she deems their financial management is deficient.  She oversees their budgets and must ensure their fiscal health.  Oakland is currently in an uproar over a plan to close schools, which is partially driven by demands from the County Superintendent.

The Education Committee recommends Alysse Castro, as set out below.

Background/Experience Alysse is an educator—working on and in schools for underserved children.  She started as a classroom teacher.  Today she works to support all the alternative schools in San Francisco.  She operates the county school.  For most of her career she experienced the county as an added layer of bureaucracy.  LK started her career in Better Chance—which helped to prepare students for college. She did non-profit work for the city of Compton. She got her teaching credential at 40, became an administrator, and was director of academics for Seneca, which is a program for students with special needs. She became director of student programs for Alameda County and ran for the County Supt. when Sheila Jordan retired, 8 years ago.
OUSD Budget Concerns

and FCMAT

•    Both candidates agree that there are concerns about OUSD’s budget.  The State allows the County Supe to select from a list of 7 remedies.  Monroe chose 3: Conduct a study of the budget conditions, Withhold the salary of the OUSD Supe, and Assign FCMAT (Fiscal Crisis Management and Assistance Team).  FCMAT is controversial—it’s a non-profit, unelected body—and has played a critical role in pushing school closures and austerity in OUSD.

•    Castro would have required the district turn in a proposal to remedy the budget. She believes that FCMAT tends to follow an austerity model.

Charter Schools Castro opposes charter schools and wants to see them rejoin the district.

 

She feels there should be a high

bar for charter renewals.

Monroe expressed no opinion about charter schools except to say that the county would hold their feet to the fire about Special Education discrimination.
Endorsements and Funding •    CTA

•    Teachers unions of Oakland, Hayward and Fremont.

•    Alameda County Teachers Association—those are the certificated teachers working in the ACOE-run schools and also those providing professional development.

•    “No charter money in my funding plan.”

•    Majority of County Board members

•    Peralta Board members

•    4 city council members

•    State Superintendent of Instruction

•    “No pro-charter orgs funding”

Recommendation Alysse Castro—For the following reasons:

•   Castro shares our political outlook.  She recognizes the harm that charter schools have done and understands that FCMAT is being used to bludgeon OUSD into closing schools.  She acknowledges the harm this is doing to the Black and Latin communities in Oakland.

•   It is significant that local teachers unions as well as the teachers who work under Monroe, the current County Superintendent, are backing Castro.  The CTA endorsement could add substantially to the financial viability of the campaign.

•   Under Monroe, ACOE has severely cut the previously stellar arts, history, and professional development programs.

•   Castro supports the Reparations for Black Students Movement in OUSD.
